This is what I was able to find on California Tan, Level 3. I hope this helps!
• Uniquely encapsulated for even distribution throughout the skin, Level 3 Nutmeg Warming Complex™ introduces a mild warming and reddening sensation to spice up a tan at its beginning stages.
• Supercharged levels of calcium enriched VITATAN® 2000 helps develop ultra rich results by providing skin with added nutrients and energy.
• Boron Nitride helps transport heat rapidly and efficiently away from the skin, providing a soothing sensation.
• Rooibos Extract and Oat Protein deliver skin-soothing and moisturizing benefits to the skin.
It is really just a moisturizer. Almost all tanning lotions have 3 steps. One is to help get a tan, Two is usually to darken a tan (sometimes contain bronzer) and Three is usually a moisturizer to apply after tanning to keep skin moist and maintain a tan. Either way, California Tan is an excellent brand and using the moisturizer won’t hurt. Note: becareful when buying tanning lotions online. They may be old or watered down.

X step 3 is a moisturizer. it is not tanning lotion it is a tan extender.
